I want a DVD drive to watch DVDs and play CD/DVD based games on my desktop computer. I am thinking about getting an external DVD drive. This would let me occasionally use the DVD drive with my old netbook when I travel. However, then I noticed external drives seems to be (significantly?) slower than internal drives.
For example, look at the speed differences between the external drive that I'm thinking about getting and this internal drive:
External:
Write: DVD-R: 8x; CR-R 24x;
Read: DVD-ROM: 8x, CD-ROM: 24x
Internal
Write: DVD-R: 24x; CR-R 48x
Read: DVD-ROM: 16x; CD-ROM: 48x
Will this matter or even be noticeable? Like it said, I mostly want it to watch DVDs and play DVD/CD based games. I may occasionally burn something, but that will likely be rare. I certainly have no plans to burn dozens of DVD/CDs in one sitting.

Also, feel free to offer suggestions for other DVD drives. I'm looking to buy from Newegg, want to keep it under $25. If its external, it would ideally only need one USB port (though this isn't necessarily a deal breaker).
