i over clocked my gpu higher than my psu watts

when i open my pc it boots ok then when it goes to the lock screen the screen turns green
i want to knoow if its possible to rest my cards memory clock and speed without turning on my pc

Clear CMOS.

EDIT: Just noticed GPU, not CPU. Sorry.

Try connecting display to integrated graphics (if you have) so that you can boot up and reset the OC settings for the card.
