No USB devices detected in BIOS

I've bought new PC with an ASUS Z170 Pro Gaming motherboard but it can't detect any USB devices such as a mouse or a keyboard from any port except the only USB 3.1 one. This means I can only use one mouse OR one keyboard.

That's okay but the problem stars with installing an OS. I don't have an optical drive so in order to do it I have to connect an USB flash drive which can't be connected without disconnecting my keyboard. So it's not possible to boot from the flash drive. I can't even update the BIOS this way.

I'm kinda stuck now. Is this normal behavior? I've reseted the BIOS, turned off fast boot, but nothing is working so far. All the ports are enabled. Is there any way to make it recognize devices from all the ports or do I have to buy a PS/2 mouse and keyboard or an adapter?

For those who are not familiar with this mobo's BIOS, here is a tour video: https://www.youtube.com/watch?v=1Dtpk3-eZF0

I've tried with both on and off setting before but none worked.
However, I managed to update the BIOS and install win 10 with an USB hub. I've installed all the drivers from the Asus CD but the USB 2.0 and USB 3.0 are still not working. I've tried reinstalling them, updating them from the support page of Asus's website but still, the only port working is the 3.1 one.
If I try to connect anything to any other port I get an error message about 'unrecognized devices'. So the ports acutally detect the device but can't recognize it.
In the device manager the ports appear with a yellow triangle but only if I've previously tried to connect something to them. Otherwise they are not visiable at all.

Two other probles are:
The HD audio also have a yellow triangle in the device manager even after installing the drivers.
If I turn the computer off it shuts down the OS, the monitor loses signal as supposed to but the computer is still runing as if it was still turned on. All the lights are glowing and all the fans are spinning.

Because of these I strongly belive that I face with a hardware issue. Could anyone confirm my suspicions?

your signs are all pointing to a bad motherboard. was it sealed up like it was new or any signs that maybe someone used it before then returned it?

just wondering the screen at 8:14 in the video it list that theres a mouse and keyboard hooked up. does yours list the keyboard and mouse like that and they just don't work or does it only list the one device that is hooked into the 3.1 port?

also are you sure there are no shorts/extra standoffs?

The board was brand new, the packiging was untouched inclouding the inner ones.
At that screen the list only contains the one device that I connect to the 3.1 port.
I also used all the standoffs, I installed the motherboard to the case and the hardwares to the motherboard following the manual as a checklist.
