Have you tried using a different output port on the card?
What about updating the 1070 drivers from Nvidia's website?
Maybe it needs to be configured in Windows, go to Control Panel (even in Win10), Device Manager, Display adapters, Nvidia GeForce GTX 1070. If there is no Nvidia GTX, right click display adapters and select Scan for Hardware Changes. Otherwise, right click on GTX 1070 and select Enable if the option is there. Otherwise, select Scan for Hardware Changes (From right clicking GTX). If that does nothing, select Update Driver Software. Hope it works, 1070 is too important to let fail ha

When I installed my 1070 in my skylake build, I first had to remove the card - connect video to onboard video, boot into BIOS/UEFI, set primary display to PCI-E - save and exit, shut off.
Then install the card and connect the video cable to it and turn it on.

Unfortunately, I'm not able to install any drivers without the GPU in. once the GPU is in my on board graphics won't register a connection with the monitor. What if I were to set bios to only use onboard instead of automatic and then switch over, do you think that would work?

No, I've just been working through solutions in the order they were presented. Sorry I've taken so long to get back. I'm in bios at the moment working on your suggestion. To confirm, I should set primary to PEG and disable the onboard graphics, correct?

It doesn't seem to have worked, my monitor shows that it has input but the screen is still black :/

Thank you for the suggestions, I have to go to work so I'll be back and working on it again tomorrow. Thank you again!
