Is it still Possible to OC Non-K Intel chips

I am trying to make a budget pc build and I though my best option was Z170 or B150 Motherboard with a i3 6100 so i could overclock. I also have a RX 480 and I though a overclocked i3 would go nicely with. I was informed that the mother board companies made a bios update, that removed the Base Clock OC, I was wonder if I could just buy the motherboard and then download the latest bios before then removed Base Clock OCm, would this still work, and by using an older bios what will I lose. If there is any other way to OC non k chips I would love for you to let me know. In total is buying a more expensive mobo and i3to overclock worth it, or is there a better gpu solution near the same price.
These are the parts
CPU: i3 6100

Mobo: Z170 Pro4S or Fatal1ty B150 Gaming K4

GPU: Saphire RX 480

If someone could recommend a better cpu and mobo that preforms better around the same price or could tell me how to over clock a non k chip without losing out on important bios updates I would really appreciate it.
Thank You

It is still possible. Some Z motherboards can roll back the Bios to versions which enabled bclock overclocking. Which ones, I can't tell you. But there is another solution by Asrock. They have the Hyper series motherboards which have an on board clock generator and don't require a special Bios to overclock the locked Intel CPU's.

That conversion is only saying that on non K intel chips the multiplier is disabled, but I was talking about base clock overclocking using a seperte baseclock generator on a motherboard such as a Z170 chipset. I was wonder if that was sill working, I know that the multiplier is locked

Im not looking to overclock it super high but just a little better clock speed, I think would keep it from bottlenecking the RX 480 to much. I Don't think an extra few ghz will fry it.

I don't know why you would believe this, but in reality, bclock overclocking was the only way to over clock for many years. It is no more dangerous than changing a multiplier, but is a little more complicated because you have to consider how the bus speed will affect RAM speeds. An overclocked i5 6500 can easily be overclocked to 4.5 and the performance will be identical to a an unlocked i5 at the same speeds.
