CPU fan doesn't spin NEW PC

Just build a new PC and i noticed that the cpu fan doesn't spin. Tried with another fan, it doesn't work too. So could it be something in the bios, because it's the first startup and i don't think the motherboard went out.First it showed me some "fan spin error"but i fixed that in bios and continued. The next start up it warned me about high cpu temperature. It was about 78c.
MB- asus H110M-R
CPI- I3 6100
8GB RAM
1TB HD
GT610 grapgic card
PSU antec 500w

I didn't actually SEE it spinning because the case was closed, but i think i noticed RPM in the bios, and it wasn't giving me any errors on the first startup.

The only think was removing "monitoring fan rpm" so i can startup the pc. But i reset the bios to default, and replaced the CMOS.

Tried with my old fan, still nothing.

No, there are two. None of them is working.
