New R9 380x Installed, stuck at black screen

I recently purchased a Gigabyte R9 380x and have been having some issues with display. Whenever I have the card installed and powered, the computer won't load past a black screen. Hitting power again immediately shuts it down. My PSU is a new 650W and should be able to handle the card. I've updated BIOS, installed drivers, tried restarting in safe mode, plugged into integrated graphics, and even removed part of my case to make sure the card was fully in the PCIe slot. I've tried to check my BIOS to see if I could switch the graphics priority but won't give me the option to even adjust the graphics.

When the R9 is installed, I never get a BIOS page or anything. It sounds like the HDD spins up all the way, in the same way it does when it loads normally. When I switch back to my old card (HD 6850), everything works fine, so I don't think it's the components. Even the R9 appears to be working since the fans spin and it lights up. I don't hear any beeps from the motherboard, just a black screen. It could be a bad card and I've contacted their tech support, but I just wanted to see if there was anything else to try.

My CPU is an i5 2320.
