GTX 1070 not running as well as it should?

My brand new system build, (AMD FX-8320, EVGA GTX 1070 FTW, 16 GB HyperX Ram) isn't running near as well as I have seen some of the reference cards run on particularly GTA V, im getting 30-60 FPS which seems really low compared to some of the reference card benchmarks i have seen. Im using mostly high settings with exceptions in the grass quality, msaa, and txaa. Any possible reasons this might be?
 
Solution
GtaV in particular is VERY cpu dependent. In other games you might not see this as much, but it's true that the 8320 is quite weak for today's standards.

Do you think overclocking may fix the problem? Or would ordering a new i5/i7 be better?

I started with an AMD fx cpu and went from a gtx 560 to a 670 years ago and was so disappointed with the fps gains. Instantly realized cpu bottle neck and got an i5 3570k which I still use today. World of a difference. Get a i5
