Is there something wrong with my 212 EVO?

My current setup is an i7 4770k cooled by a 212 EVO. I've had this setup for two and a half years and have been giving it routine dusting. I am not overclocking.

I decided to take a look at my temps a couple days ago, and I'm idling on my desktop with no programs open at 35-45 degrees, and 60-70 in game. Compared to my friend who has the same cooler, my temps are much higher. I should also note that the fans are in a constant pattern of revving up, then down, up, then down, alternating every few seconds. My CPU temps increase and decrease with this revving.

Is there something wrong with the fan, or should I reapply thermal paste, or what? I'm pretty much lost on what to do otherwise, and I'd prefer not to have to get a new cooler altogether since the Antec Nine-Hundred seems to have lots of compatibility issues with CPU coolers.

depending on the motherboard it may be a bios fan setting error. msi cpu temp fan do have issue if the min is set 40c. i seen some of the large air cooler spin up and down see if the fan is set to quite and see what the min fan speed is set for and see if there any bios updates. if the cpu fan speed is set right and it working it should not spin down and stop. fan should stay running at low rpm.

In my BIOS, I have 4 options for fans settings. Silent, Standard, Turbo, and Manual. On Manual, it gives me 4 options to change.
CPU Upper Temperature
CPU Fan Max Duty Cycle (%)
CPU Lower Temperature
CPU Fan Minimum Duty Cycle (%)

I've always kept it on standard, but maybe manual would be worth using. I just don't know what to set the numbers to.
I'll try a BIOS update in a moment as well.

those temps are fine - it's summer. It all depends on your ambient temperature (room) exchanging air with the internal pc temps and exhausting that heat outside of your computer. Hopefully, u have good airflow in your pc rig. Don't just mentioned the pc cooler doing all the work. U have to include in your scenario your pc case + # of fans (intake/exhaust) + other environmental factors as well. gl
