Low gpu usage in every game

When playing games like Arma 3, BF4, Battlefront etc the gpu usage stays at around 15-30%, spent the last 2 days googleing this issue like a madman to no avail.

Specs are as followed
Intel Core i7-4770 3.4GHz
ASRock Z87m Extreme4 ATX
Nvidia GTX 1080 Palit FE
Aerocool 1050W ATX power supply
12GB ram
Monitor - Benq GL2450

When doing the Fire Strike benchmark from 3dmark it mostly showed a similar result as with people with similar specs(around 15.000) score

Have vsync turned off and fps uncapped, framerate is at 100-160 but drops very often from that to 50-60 and causes freezes for a few seconds.

-Update
Been noticing some monitor glitches time to time on the monitor, could it be that the gpu is faulty?

Just tested to see if there was something in the BIOS that could potentially be affecting this but when I open the bios it stays on for a few seconds and then freezes and brings a nasty graphical glitch on top of the screen

All cables are correctly connected, I'm starting to think the card may just be faulty, though another weird thing that I tested today was getting EVGA Precision and activate the KBoost which puts the gpu usage to 100% at all times, but when I did that and tested a few games the GPU usage was 0% instead of 100%
And I noticed that when the screens started getting flicker/graphical glitches the GPU core clock was jumping along with GPU usage
