More about nvidia geforce gtx 770 directcu 2gb edition sli amd radeon 280x sapphire dual 3gb edition
  1. the two was about equal. with 280X have advantage on VRAM side since it has 3GB. power consumption probably about the same as well. 650w should be enough for a single 770 or 280X but i don't how good that PSU is. why not try looking for 1060 or RX480?
  2. Budget constraints. My psu has a 42a at the 12v rail

what other cards you can get with your budget? the game you mention actually nvidia sponsored title. so they probably run better on nvidia card. but 280X have advantage of having more VRAM. so your choice.
