High CPU Usage.

So 2 days ago i got a gtx 1070 , everything is good however in some games like GTA is hard to keep 60fps , but for witcher for example i can run it at ultra no problem , h1z1 is the worst i dropped at 30fps on medium.Might be a bottleneck , however my cpu runs 48C on idle , is it throttling? or just a bottleneck?

MOBO:ASRock H81M-VG4
CPU:Intel Core i5 3350p 3.1Ghz

Idle temps should be 10-15C above Ambient room temperature. Your idle temps are 48C which is too high.
Ideal temps under load should be around 60-65C. MAX

If temps are getting higher than 70C under load, then It would be a good idea to replace your TIM. AS5 is good.
Also consider extra cooling fans in your Case.

Your CPU would not throttle till around 100C but you don't want to go anywhere near that, as it would degrade the CPU.

I think the bottle neck would be the CPU and it is not Overclockable without a Bios hack.
The none "K" series processors have a locked multiplier.

Check your Task Manager. If you notice all that CPU usage came from svchost.exe, I'm under suspicion you enable Windows Updates in auto mode.
Re-manage the settings in UAC. Personally, I disabled that entirely, and activates the updater manually if somehow my PC is idle for quite some time. Then I disable it again.

Another culprit are malwares and drivers. For malwares I suggest get Malwarebytes, choose the free mode and scan the whole thing. For drivers, get DDU and follow the steps. Re-install the driver and see what happen.

Well it's pretty hot here where i live and temp doesn't go above 70 under load i also have 4 fans.
 


I don't think heat is the main issue ionutleonardo.

Some games are coded more efficiently in conjunction with your Driver and make use of your GPU capability.
Some games are more CPU intensive especially AAA games and MMOs.

Unfortunately your CPU will be the bottleneck for performance.
