I'm buying the asus rampage 5 extreme 10 mb and I ordered ram that's is clocked to 3100mhz do I need 2133mhz ram first then over clock the system to 3100mhz?

I'm pretty sure that the mb reduced the frequency so it's not an issue, but I read that 1 person couldn't get his to boot with oc ram and had to buy standard ram then oc and put other ram in.

Also the 6850k is better choice than 5960x?

Not a problem.
All ram will have a stock speed, in this case 2133 that lets you boot and get into the bios.
From there, you can implement whatever xmp settings the ram and motherboard can agree on.
For Intel processors, the actual app performance or fps will not differ much with faster ram.

If you are gaming, the faster single thread passmark performance of the 6850K (2121) will be better than the 5960X(1986)

If you are running apps that can use all 8 cores, the passmark rating of the 5960X will be better(15972 vs. 14379)
