fps drops on a lot of games when in busy areas (like cities) on high end PC.

hi,
I'm experiencing random fps drops on a lot of games, most noticable: GTA 5 and The Crew: Wild Run.
my specs:
AMD FX 8350
MSI R9 390
60gb ssd
2tb 10000rpm hdd
ASRock 970 Pro3 R2.0
8gb DDR3 1600mhz ram (i know not a lot but i was to cheap to get new ram :D)
res: 5760x1080

Ive tried: cpu unparking, disabling cool n quiet, increase pagefile and went back to win 7

does anyone know what the cause of this very annoying issue is?

thank you very much for the fast replies but ive found the problem.
it was my cpu wich was thermal throttling. msi afterburner was giving me bad readings ive installed asrock axtu and it said my cpu was 71°c. ive underclocked my cpu to 3,6ghz now and everything is fine.
Check your CPU clockspeed while gaming, if it's bouncing between 4.0GHz and 1.6GHz, that's likely your problem. Your board has uncooled VRMs, and that can cause problems on the FX 8350, especially if you don't have a top down blower CPU cooler to provide extra airflow over them. VRM overheating can cause the FX 8350 to throttle and lead to poor performance.

ive tried putting a fan directly at the VRM but im still having lag spikes. i did notice that around 57°c cpu temp the game lags for about 2 second meanwhile the cpu temp dropped to around 49°c.
the clockspeed is consistantly 3.95 ghz.
