New computer won't POST.

I just built a new computer, but it won't start up properly. It powers on for about 5 seconds, then shuts down and restarts. Everything seems to be fine (fans spinning, LEDs are lit). I've checked all the connections, I even tried booting it with no RAM to force an error, but I just get dead silence (no error beeps). I'm not sure what else can be the problem at this point, other than dead hardware. Any advice would be appreciated.

feel the pump while pc is on does it feel like its vibrating?
depending on how hard the hose is try pinching it slightly in the middle to see if you feel any pressure like pump is working?

liquid coolers can be hard to tell if there working correctly when the system is turning on/off as fast as yours is.

just wondering.....is it turning on as soon as you plug it into the wall or do you have to hit the button? do you have to unplug it to make it stay off or if you push the power button it stays off? (I'm wondering if the power switch is sticking or not working right is why I'm asking).a posable test if its coming on when you plug it into the wall try disconnecting all the wires from the led/switch (of course while pc is off). then does it still do its reboot cycle?

The PSU has a switch. I can turn on the computer using the power button on the case, but I can only shut the computer off if I turn the psu off.
Also, I think I may have found the problem. A couple of pins on the motherboard are bent. Not sure if this is the ultimate cause but that is still definitely not ok.
