Low Framerate for the Card I'm using

My cousin and I both have an XFX Radeon HD 5670, his is 512MB GDDR5 and mine is 1GB GDDR5, he can play on higher settings on both WoW and CSGO and get higher framerate then me, which doesn't make sense to me unless the CPU is the problem. He has a 2 core 2 hyperthread 3.3GHZ i3, I have a core 2 quad q9300 2.5 GHZ... Might I also add that I have 2 gb more ram then he has, I have 8 and he has 6. He runs wow on high with 60+ fps and when I'm on good settings I get like 40.. I have a core 2 duo e8400 3 ghz dual core of course, should I swap that out for better performance on only these games?

Hello... the i3 is a wonderful improvement in CPU performance and I/O communications... but on paper his single thread rating is ~60% faster than the q9300.

the e8400 does have a better Single thread than the q9300 ~20% but if you are "multi-app" or "multi-media" with your Computer... the Quad will do better management of all theses things.

His CPU uses a newer architecture that gets more work done on each CPU core in each clock cycle. It also runs at higher clocks, making the per-core performance much higher than on your CPU.

Your CPU does have extra cores, but not all programs/games can take advantage of many cores. WoW is an old game, and that means it was not coded to take advantage of many cores, as such CPUs were rare back when WoW was originally developed. And it's not something that they can easily improve upon with later patches, it would more or less require remaking the basic game engine from the ground up.

The Core 2 Duo E8400 might help slightly, due to the higher clocks, but don't expect much. And in other software that can actually take advantage of many cores, your Q9300 will be far better.

The i3 is a superior CPU, if it is a 2nd gen or better one. If you have decent cooling, an overclock should help. Despite blizzard's recent changes to make the game more GPU dependent, it still relies pretty heavily on a good CPU. The E8400 would not really help you any. To be honest, you are in need of a new rig. I would recommend better graphics cards, for both of you, as your are below the recommended, for Legion.
