GTX960 Send Help

I have had my GTX 960 for about 6 months now. It started out great but I think that I or the shop that installed liquid cooling may have done something. I am only getting 30-40 FPS on csgo. I have checked so many other threads and turned on the "Max performance in Nivinda Control Panel. Nothing seems to be helping. I also have no idea what I need to put in this box so you guys can try to help :c

Have you checked your temps? could be that the cooling hasn't been installed correctly and isn't doing its job and throttling. If it throttles then your cards performance drops.

Do the fps significantly improve when turning settings to very low? Csgo benefits more from theCPU than the GPU.
Do you get this problem in other games/applications as well?
