PC wont boot from Windows 7 DVD

Hello guys.

I've built a new PC recently and used the old components to build a second one. All I need to finish the second PC was a HDD, which I found on a old Windows XP machine (still working). I got the HDD, placed in the second PC and tried to boot. I saw the Windows XP booting screen but a black screen appears asking to reboot using last valid configuration. It will not boot because hardware specification is different.
So I tried to format using a original Windows 7 DVD, but the PC wont boot from the DVD. I changed the boot priority on BIOS settings to boot from DVD first and then HDD, but when I restart, the PC goes strait to the black window after XP loading failure.
I also tried to select the device to boot on Boot Menu (not on BIOS), same thing happen.
My last attempt was to remove the HDD and try to boot only with the DVD, however the PC skip the boot from DVD and goes to boot from network (which is the last boot option).
I can't say 100% sure if the driver is working, because when I insert the DVD it start reading but stop after a couple of spins.
I know the DVD is working because I can open it on my notebook.

If it's not the DVD drive, what could be the issue?

I had this problem with windows 10 being improperly installed, so I tried to boot with windows 7 off of the disk drive, but bios kept skipping the disk drive and going straight to automatic repair in windows 10. My solution was to just to install a clean SSD, put windows 7 on it, and then wiping the HDD. It was also an excuse to get an SSD :p
