So pretty much I built my new PC and grounded myself.. Don't smell any smoke or burning components and there seemed to be no zap. I checked for bent pins and seemed clear. Also if pins were bent wouldn't they have conducted electricity and shorted out? Anyway my specs are ;
I3 6100 3.7ghz
Gtx 950 super superclocked
1tb wd blue
2 8gb anarchy pny blue ram
Coolermaster n200
H110-a micro atx
Hyper 212 evo
So I tried using both the HDMI on the side port and using the HDMI on the gpu and no signal. Do I need to install the drivers first? Can I please be told the issue here?

It's possibly just fine. I ground myself on my computer case all the time - it's why they are metal. Some people are too paranoid about this. I would check all the PSU connections to the motherboard, and see if it posts - if it starts up but no signal, then it means that one component is damaged, and you might need to RMA it. Check the motherboards manual for POST codes/beeps. They sometimes have helpful LEDs. Checking everything is seated properly, especially the RAM never hurt anyone.
