Good day everybody ..
I have an i7 4790k coupled with an asrock z97 extreme 6 r9 290x 16gb ram
Thermal take core v71 case
Thermaltake water 3.0 extreme ..
TT smart se 730w gold psu

Ok i do live in a warm climate its like 40c in the morning ..
But recently the processor is reaching mad temps its like when im playing any game it hits 100 after 15 minutes and freezes ...
Under normal stress it reaches 94 idle its 44 .. is that normal ? I installed inter extreme tuning to check the settings and the core voltage is 1.4
Multipliers is 47x ..
On hw monitor under voltages ..
Vid fluctuates from 0.7 to 1.4
IA is 1.434

I dont know is this normal ?

I have 5 case fans plus water cooling is this supposed to be normal ?

Solution
Might be time to check in with Intel and see if you can rma the chip. If it comes back fine you know there is another issue somewhere else. This happened with a cooler I had on an old PC...I fried a chip in my work cause the cooler didn't set properly on the surface of the chip. (6 years ago) but I have learned from my mistake.

Intel Extreme Tuning Utility is an overclocking tool. Set everything back to default in that program before reseating your cooler and inspecting your pump.

Um, have you plugged in your cooler? Make sure the fans and pump is going. If it's not that, then check the seating of the cooler on the CPU, if there is space between, you need to tighten the screws. Also make sure there is thermal paste.

One thing is for sure, a 4790k should definitely not be reaching those temps, i'm not surprised it freezes.

both tubes are a little warm not hot .. i have just done that re applying of thermal paste yesterday and no change .. ok if its auto overclocked how do i reset it to normal ? i feel that slight vibration but dont know if its from the fans or from the flow of the liquid

Just reset your computers BIOS. Just uninstall Intel Extreme Overclocking utility - software overclocks aren't the best anyway. The PWM header is where your AIO's fans and pump plug into. There should be a seperate connector for the pump and for the fan(s) on your AIO, and they should all be connected into 3 or 4 pin headers. Ideally they should all be in 4-pin headers, but if you have to, plug the pump into the 3-pin one.

Unfortuane event happened ... I took off the processor re applied paste and installed every thing back then the pc kept restarting without showing any signal after 3 hours of inspection i found that cpu socket pins got bent .. i dont have the slightest idea how this happened as this is not the first time to do this plus im always very careful and their aint a way this happens unless i install the processor out of position and this did not happen ... After 3 hours of trying to adjust the pins i gave up and probably now i have to purchase another cheap low end motherboard when i get my next paycheck ..

It appears that your problem is the Vcore at 1.4V. Got to BIOS, under Vcore select OFFSET and set the offset signal to - and set the value to 0.190. Set the multiplier to 39. This will undo the overclock that your MB did on it's own. IDK about ASROCK, but if you find anything like Load Line Calibration (LLC) set it to 75% (some goes from 1 to 9, so do your math (1 is 0, 2 is 15.... 5 would be 75 if your MB uses the same value that I'm using). Keep Intel SppedStep on. Deactivate anything that says auto overclock.

If this works, you should see 65C temps at high load. If it doesn't lower the multiplier to 36C and learn how to overclocl so you will be able to set it on your on. Offset will tell your MB that you want 1.4-0.190=1.210, your processor should be stable with 39x multiplier (I run an i5 5675C with 1.065 @3,6GHz) and you NEVER should go beyond 1.3V, if you do do it on your own risk.

At least on my processor (i5 5675C) there is an anti damage system that shuts off my processor at 130C, I think yours have it too, so temps shouldn't be a problem. What should be a problem is overvoltage due to bent pins, which I don't know if can happen.

zacksparrow, did you tried to boot your PC with one stick of ram only (try it in every slot)? Try taking your VGA out too
