Need help with my overclock

So today i installed a hyper 212 evo cooler and I'm ready to OC to 4.5Ghz as a starting point, using my ASRock Z170 Pro4.

1. I adjusted my BCLK to 122
2. I made sure my Vcore was 1.375
3. I set my RAM frequency to 2400mhz.

When I save changes and exit my bios and boot windows, I open HwInfo, and it is showing my CPU's max is still just the 3.7Ghz. It also says my memory clock is 1200 Mhz. Why won't my CPU show 4.5 ghz and my memory show 2400 mhz? I'm not sure what i'm doing wrong.

When you ask questions, it is best to list ALL your system specs so people can look up the issue to help.

When overclocking, don't just jump to what you think will be the max that a processor can go. That's a good way to burn out the processor by overvolting it or overheating it. Do it in several steps, then test it for stability after each step. When you test for stability, you want to watch for any unusual behavior or overheating of any component.

What it sounds like you did NOT do was change your multiplier. You want to do that before changing anything on your BCLK.

Sorry. Here are my relevant specs.

ASRock Z170 Pro4
i3-6100
crucial 1x8gb 2400mhz ram
evga geforce 950 gtx FTW

I cannot change the multiplier because the processor is locked. I also adjusted the BCLK to 122 based on a lot of research about what my processor can handle.

Non-K overclocking is what I am trying to do.
