Help with building new PC

So I bought all of my parts necessary a few months ago and now have the time to build it. I know how to build it, but I have a few basic questions / requests:
1. I have all power cables hooked up to the correct components, but my motherboard will not turn on when I try to turn it on with a screwdriver. What should I do?
2. I would appreciate help with troubleshooting since I am a rookie. I know most of the science behind parts, but that is not necessary for building one, so any help is appreciated from anyone.
Also, please don't be a jerk, I am new to all of this.

It's pretty unlikely that anyone here would be a jerk.

That being said let's get down to a basic checklist.
Make sure your ram is seated all the way.
Make sure both you motherboard power and your CPU power are plugged in.
Make sure the power supply is plugged into a known working outlet an that the switch is turned on.
Make sure the CPU is seated correctly.

When you touch the pins make sure you aren't touching anything else. Just the + and - power pins.

So I did all of those steps and nothing. Any recommendations on what to do?

I think the motherboard may be DOA. Thank you sir.
