Is a gaming PC worth it?

I have a PS3, Xbox one and a Dell Inspiron 14 5448 laptop. Should I get a PC? I've seen the graphical capabilities of a PC. I want to play new games like Hitman. But, my laptop can't handle it, and the price of a console game is nearly twice as expensive as the PC version of it.

If I'm going to get a PC, this will be my build.

Dont forget to add $100 for a copy of windows. With low of a budget i wouldnt get a cooler since you cant overclock that chip. Can also get a seasonic 520w psu and save a few $ without sacrificing quality.

In my country Seasonic isn't very well known. Instead Chinese brands like Segotep and Gamemax are found here. I'll get windows from Kinguin. The cooler is only to keep the PC cool. But I'll only use it as a backup.
