Motherboard or CPU failure?

I was installing a new heat sink and some dry thermal paste got onto the cpu pins as I was cleaning it (there has been lots of excess paste on the sides). I cleaned it off with alcohol 91% and then put it back on the motherboard and installed the heat sink.

I then turned in the computer and after about 5 seconds, no beeps and 2 red flashes on the 'USB bios flashback' either side of the 5 seconds, the computer crashed.

I then removed the heat sink and fans and tried booting again. Same result.

I then removed the CPU and booted once more. Now, everything is on, nothing is crashing, and the red light mentioned before is solid.

I assumed the CPU was the issue so I bought the exact same model, installed it without the heat sink, and I'm back to the 5 second boot and crash.

I don't know where the issue lies. I think the worst case scenario is that some residue thermal paste dust is now in the motherboard socket.

Any suggestions on what I should do before I resort to replacing the motherboard?

If it helps, I have an Asus sabre tooth 990 and an amd fx 8350
