So I'm going to be building a killer 1080p budget build for a friend. He's set a budget of $650 that he doesn't really want to go past, so I'm trying to get him the very best value/performance ratio in (or MAYBE slightly beyond) that price range. Here's what I came up with.

Unless anyone has any other comments, my two points of personal debate on what to choose are regarding the GPU and CPU. First off, I was originally going to go with an EVGA GTX 960 Superclocked with 2 GB VRAM for like $183 or something. But then I saw this R9 380X with 4 GB of VRAM for cheaper than every 960 currently on the market. Furthermore it has a $20 rebate you can do to bring the expense down to $150. Powercolor may not be the biggest brand, but I've used them before for friend's builds and there haven't been any problems. What do you guys think? Is this a good card? Will it outperform/outvalue the GTX 960?
Second, for CPU I went with Intel because he has the budget for it and I want to get him a CPU/Mobo which will last a long time and could be upgraded a bit when necessary. The options:

They are all locked and quad core. The question is, is it worth spending the extra money for the extra specs? I'm a big fan of splurging on a capable CPU that'll last a while, going for a mid range graphics card which can be upgraded later without bottlenecking. Should he go for the $30 more expensive 4690 remaining budget room?
Thoughts? I know its a lot, but thanks for reading. In addition, what about the retailers most of these parts come from? It OutletPC gonna charge $30 for shipping?
