I7 3770k High Cpu Usage

I just did a fresh windows 7 install my computer because my computer was running at slowly. Sometimes when I'm browsing google, the CPU will hit 100%. I can't play games with it either. I have installed all the drivers and scanned for viruses. Graphics card is updated. I've checked the process on task manager and it seems like the cpu usage is just really inconsistent.

I7 3770k CPU
16 GB RAM
760 GTX

That's weird...

You should go to some repair shop or whatever and ask them to replace your CPU with another 3rd gen (i3 / i5 / i7 that starts with 3xxx), your i7 might be fried.

By the way, install CPUID HWMonitor to check the CPU temperatures, on idle it should sit at around 40°C / 104°F with stock cooler, even less with better cooler. If it's somewhat high try running a game and see what it gets to.

The thing is if you touched your CPU's pins with your fingers while not Grounded (in contact with metal to stop static) you could have fried it.

What I recommend doing at this point is going through your installed programs and removing the ones you don't use or don't know know their purpose (if you don't know its purpose look it up just so you don't delete important stuff).

This is most probably caused by some program(s) running in the background randomly.

That's the thing it's a fresh windows install so I literally don't have anything on the computer. And the task manager shows that it's google chrome or whatever program I'm using at the time using up all the CPU. Task manager taking up 40% of the CPU just doesn't seem right. I reinstalled Windows because of this issue but it's still persistent. A Microsoft employee actually did the install for me remotely because my computer kept crashing and doing data dumps.
