how do i get my stored ram out of the peripherals to use on my computer its taking up too much i have 32 gigs of ram and it is only allowing me to use 2.75 of it how do i get it outa my peripherals so i can use the ram properly someone kept telling me it was the stupid OS

You have a 32bit OS and can't use the full 32GB. A 32bit OS can use up to 4GB, generally 3.5 max - and it shares some of that with your iGPU. You need a 64bit OS.
