CPU heat/ fan speeds

Hello all, so I have a xeon e3 that lately has been running and idling at some pretty warm temperatures and i've been trouble shooting it for the last few days, but i can't seem to figure it out, but my thought is its a combination of airflow through the case and my heatsink.

I've tried a few different things:
-cleaned the paste off the heatsink and processor and applied a fresh coat, on two separate occasions, with little change in the temps on the CPU.
-cranked my fans up in bios to fulls speed, and its seems to keep the temps down, they're not quite at a healthy temp but they're a little less alarming than they've been

BUT: after restarting from bios, having set the fans to run at full speed, when logged into the machine for more than a few minutes, the fans slow back down to normal speed and the temps crawl back up. I did also notice when cleaning my heatsink, there were a few scratches on the surface that touches the processor itself, and i would imagine that's probably having an impact on the thermal performance.


is anyone aware of something that might cause the fans to be changing speeds like this? it's a lenovo bios, not sure exactly what version id have to restart to check, but can update if needed

any suggestions moving forward for figuring out the heat issues would be duly appreciated.
