Samsung 850 250GB SSD Slow boot times

I recently purchased a samsung 850 evo in hopes to use it as my boot drive so that the boot times would be faster.

Unfortunately, After a full wipe of both my drives and installing a fresh copy of windows on the ssd,The boot times still remained ridiculously long (Up to 5 minutes!).When i power on,my monitor doesnt turn on for a solid minute just to load to a black screen with the error code "A2" in the bottom right hand corner and stays there for a good 3 minutes or so.

Im sure there isnt a problem with my ssd since it is brand new,wondering if it something else wrong with my build.

Things ive tried ; Clearing the CMOS for 30 seconds,Fresh install of windows,Changing where the drives were plugged in on my mobo.

My Specs:
Intel i-3 4150
MSI H81M-E33 MicroAtx MOBO
Gtx 960
Samsung 850 evo 250GB SSD (boot srive)
Toshiba 500GB Hard drive (Files and games etc)
8GB Ballistic sport RAM
450W PSU
