Can i OC my GPU without touching power limit? i mean, i only want to add 10 or maybe 20 mhz more to the core clock. If i have to increase power limit, will it be dangerous for my GPU?
Depending on which card you have, you usually have some headroom before you have to increase the power limit. Modern cards have protection systems in place to stop you overvolting or overpowering them on the stock BIOS so it's pretty difficult to damage your card, just keep an eye on those temps

I just did it, i overclocked my 390x up to 1080 mhz and it was totally fine. I have been running some benchmarks and playing Witcher 3 for a while and temp has NEVER hit 70°C.
Also, i have a question now: I've been looking the core clock while gaming, at 1080p the graphics card reached 1080mhz but at 768p (my usual gaming resolution) it didn't. Does this means that the OC i've just done will never have an actual effect, right?

it's a i7 6700k (no OC)
It won't be a bottleneck then, usually it is either: Temps, CPU bottleneck, Power Limit or Voltage limit but if it runs fine at 1080p it must be something else. It might be worth trying a reinstall of your graphics drivers, just in case.
If you download GPU-Z there is a section that shows "Perfcap reason" which should give us a hint as to why this is happening. Open GPU-Z and open a game that is having this issue and see what it shows.
