Is CPU responsible for quick frame drops? (5 frame drops for 0,5-1 second)

Hello, iam playing World of Warcraft and id like to ask if CPU is responsible for quick frame drops (3-5 frame drops once a while in quite populated areas) Which can happen over and over again. I know iam bottlenecked quite by the GPU in WOW now so here are my specs : i3 6100, gtx 750 TI 8 ram 2133hz, what id like to know is if this is caused actually by CPU or GPU or its just how the game is. Is the CPU unable to process the frames so fast or something?

Core 4 around 60%-70% and rest 30%-40% and gpu around 70%-80%. Might getting an SSD help? Or might it be caused that WOW uses my Hyperthreaded core as the main one (core 4)
