laggy monitor after closing a game

ok i just built a new pc. specs are as followed
i7 6700k
win 7 64 bit
asus formula VIII
corsair dom 16gb 3200mhz
evga gtx 1080 sc
corsair force ls 120gb boot drive
corsair force le 960gb game drive
wd hd 4 tb movies
Now after i am done playinf arma 3 or day z my screen/cpu starts lagging even on the desktop so i have to restart my computer to fix this issue. I cant run anything after watching a movie or gaming because of this i always have to restart my cpu.. im not super new to pc but still pretty noob. this is my 6th build in 3 yrs just switched back over to intel after 3 amd builds..
Any help is greatly apprecated and thanks in advance..

because i had to rma my first to 1080 with evga the had me reinstall my old card to make sure it wasnt my mobo when it was my cards messing up but thats another story

i keep getting this

windows has detected your computer's performance is slow.This could be because there are not enough resources to run windows aero color scheme. To improve performance, try changing the color to windows 7 basic. Any change you make will be in effect until the next time you log on to windows.
Now i clicked change the color scheme to win 7 basic but after a few moments is slows down again, so i googled a solution and it makes me change my desktop background and it fixs the issue for the most part.. i havent tried to run a game yet..
