Download files to specific Hard drive

I have a desktop PC with a 120GB SSD and a 2TB HHD and everything I download goes to the SSD unless the download asks. I have windows 10 and already changed the save location to the 2TB HHD but things still download to the SSD. is there a way to have everything i download go straight to the HHD. I have windows pre- installed on th SSD and the SSD is my primary. If i make the 2TB my primary hard drive would windows be removed from the SSD and have to be reinstalled on the HHD. If not how could this be done?

You can simply change the default location to the secondary HDD and still boot from the SSD without filling with random data. Here's a detailed tutorial from Tom's Hardware that explains How to redirect your folders in Windows 10. If it doesn't work, you might want to backup your files somewhere off-site (to an external HDD, for example) and then re-install Windows onto the SSD with the HDD unplugged from the system. This procedure will ensure that you don't encounter any OS confusion in the process. (Windows Install & Optimization for SSDs & HDDs)
Another way to ensure your files are stored on the HDD is to Relocate the Window User profile while installing...
