Can connect to 2.4Ghz but not 5.0

I've searched for an answer for several days and have tried everything. The most common answer usually consists of 'have you tried plugging it in?'

Alright, so the problem is as follows.

We have a dual band router and I currently have a dual band card. I HAVE CONNECTED TO 5.0Ghz IN THE PAST. But for reasons unknown one day the connection was lost and I am unable to connect now. If attempted, I INSTANTLY receive the "cannot connect to network" to which the windows diagnostic INSTANTLY concludes that it could not find a solution.

I can run 2.4Ghz just fine, no issues connecting there. To make things more complicated I cannot seem to update my <mod edit> wireles card's driver. I've done it manually AND through the installer, the driver remains the 2012 version.

Things I have tried.
-CMD: Ipconfig release/renew/flushDNS
-CMD: Netsh winsock reset
-Updating drivers
-Windows update
-Uninstalling the card, removing it, re-seating it, and reinstalling the software
-Different antennas
-Deleting ALL network profiles
-Direct connection
-WPS connect

It's not the router, my phone, laptop, and brothers laptop all connect without issue.

I'm flat out of options, any help would be greatly appreciated.

EDIT: Forgot my specs.

Just got a new wireless card, I still can't connect to the 5ghz network. I go to connect and IMMEDIATELY after entering the password it displays the 'windows cannot connect to linksys-5ghz' message.

I should add that both the 2.4 and 5ghz are both on the same router.

I am flat out of options here.

It is my strong belief that the router isn't the problem. My phone, laptop and EVEN the computer I am having issues with can connect to 5ghz IF I use a USB wireless adapter.

So the problem has boiled down to my computer's ability to connect to 5ghz utilizing a PCIE network adapter. Considering that I have tried two network adapters, the problem must reside with windows OR the motherboard.

I've thoroughly checked both for settings that could cause the problem but have found nothing.

Alright, so I booted windows in safe mode (with networking obviously) and it STILL could not connect to the 5ghz band.

My card recognizes it's there, knows that I need to input a password, but immediately (We're talking ZERO delay after pressing 'connect') displays the "windows could not connect to Linksys-5ghz" popup.

So that rules out any third party interference and even a BUNCH of windows functions which leaves me with either the MoBo or windows networking functions.

Now I've removed all the site restrictions from my internet options and reset it to default settings. I've also updated EVERY INTERNET RELATED PROGRAM AND DRIVER on my computer, including Avast.

I've run windows update once again and still to no avail, cannot connect to 5ghz. It displays right there, prompts me for the key, and immediately denies my the connection. I am flat out of options here.

Maybe a clue, I don't know anymore.

Even if I enter the wrong password for the 5ghz connection, it still immediately displays the 'unable to connect' message. Same story with the correct password. If I enter the wrong password on 2.4ghz it prompts me that the password is incorrect.

It's as if my computer and the router simply cannot communicate with each other at the higher band. It displays that it's there, I can tell it's WPA2 AES, the signal is strong, but beyond that there is simply no communication. It's like attempting to communicate with north korea, you know exactly where it is but can't exchange with and and it has no reason for doing so.
