Internet freezing every few minutes

Ok, so I have been having a problem with my internet where it will freeze for around a minute, then work perfectly. It does this every once in a while and it is very annoying. I have great internet speed like 25mb/s download a second and I reset my my hard drive so I know it isn't a virus. I've tried putting the ethernet cable in a different port, but that didn't help. Does anyone have any solutions?
 
How did you 'reset' your hard drive? What do you mean by that?
Have you tried running a program like Malwarebytes, as MALWARE is not a VIRUS so antivirus doesn't see it.
If you SHARE your Internet with other people (Mom watching Sons of Anarchy, Little Sister is intagramming, etc.) these can slow down the connection real quick especially with multiple devices running Multimedia (Dad watching football game, while Mom streams SOA, while Sis uploads instagram while playing iTunes, etc.). More devices more things being done (imagine 4 cell phones all UPDATING apps all day).

I completely erased everything and had to reinstall windows
 
Ahh, well that is a start, but if you didn't 'protect' it with the proper protection (as I alluded to) and went back to all your 'favorite' places you could again reinfect the computer (currently it takes only 10 minutes once a PC is connected to the internet to be infected).

But still I would look at the latter part. Testing should be that single PC connected (wired) to the modem from your ISP, if it is a common modem/router, then you would need to turn off Wifi and ONLY connect your PC and see if on the ISP provided device you still have a issue. if so then tell them exactly that is how your setup and your getting XY speeds. They can't deny then it is a problem on their end.

IF the speeds are 'back to normal' then as I said, more devices more people sharing, less speed for everyone.
And when they say 25Mbps, that isn't FOR EACH SINGLE DEVICE, that is for your ENTIRE HOUSE (no matter if you have ONE and ONLY ONE computer, or have 392 smart phones connecting).

Well I am almost always the only one in the house on the internet, so I know its not other people on.
 
Still doesn't matter, the consoles are still on downloading patches, your phones are still checking facebook posts or new iTunes to download EVEN WHEN YOU SLEEP.

That is the way to 'see' which way the issue is, there is no 'click here type this POOF it works now' fix.

Well then if someone with 28 years of experiance doing it, certified and Masters Degree presents a KNOWN way to 'test and analyze' a problem you don't know the answer to "Does anyone have any solutions?", you might want to TRY the advice given though it isn't the answer you're seeking (your response infers you KNOW or SUSPECT the reason for it freezing and want someone to say the same thing).

But doesn't matter to me, your issue your problem. Good luck.
