Just build a new budget (hella budget) PC for my mom.

^ That's the hardware, should all match up fine. When I plug a monitor into it and boot it on everything powers on fine; i hear an odd high pitch from the HDD, but it's mechanical so whatever. But no video signal ever reaches the monitor. I am completely out of ideas at this point. Anyone got any clues? I can't even get to the bios cuz of no video signal.
