High cpu usage

Trying to bring an old xps 8500 up to date without replacing mobo and cpu. Failed hard drive. Cloned original 1TB drive after factory reset. Original drive was boot looping. Replaced failed GTX 580 with GTX 770. Updated to windows 10 and drivers up to date.
i5 3350p 3.1ghz (3rd gen?)
4G ram
750w psu
GTX 770
the problem is the cpu maxes(80-90%) out very easy and I can't find anything obvious. For example background aplications. I can't play games from 1998 without suffering extream fps loss. Ideally I'd like to play games like fallout 4 or overwatch. I've spent a good deal of time trying to find a solution on the web. Maybe I'm asking the wrong questions...I would greatly appreciate an help. [strike][/strike]

Are you sure your antivirus isn't scanning your pc while gaming? Also keep in mind Fallout is pretty cpu demanding.
You only have 4gb ram, which is not really enough for gaming these days, can you buy another 4gb stick of the same ram? or do you have 2x2? Then I suggest just buy a 2x4gb set.
