DWM.EXE causes lag until restart if programs close incorrectly/crash

I've posted this elsewhere already but recieved no help so i'm copy/pasting information i have gained from troubleshooting

i recently upgraded my computer heavily (everything except PSU and SSD's//HDD's) and reinstalled windows 7. I noticed that after my upgrade i get nasty aero lag in all applications after certain things occur and continue's to lag until restarting the computer

When closing games or programs that are GPU intensive (primarily Path of Exile) most of the time nothing will happen but if the game/Program crashes then Aero will start lagging really bad until i either disable it or restart my computer. Now some of you are probably thinking

*Just disable aero and leave it disabled*

I would but i make use of 2 programs that if aero is not enabled will not function correctly.

[strike]My best idea for solving this would be to find a program that shows GPU usage stats(like task manager) per process but have been unsuccessful in finding one.[/strike]

In games I've found the best way to avoid the lag is to play in full-screen mode but since i constantly am going between Game and browser/other programs its not very viable alt/tabing and not being able to monitor my game while using the browser.(listening for whispers/other things)

Part List up
[strike]~~Currently my build is a Intel based system with dedicated graphics. I'll get the list and edit it in within a few moments.~~[/strike]

Edit:

**PART LIST**
PCPartPicker part list

CPU: Intel Core i7-6700K 4.0GHz Quad-Core Processor
Motherboard: Asus ROG MAXIMUS VIII HERO ALPHA ATX LGA1151 Motherboard
Memory: GeIL SUPER LUCE 16GB (2 x 8GB) DDR4-3000 Memory
Video Card: MSI Radeon R9 380 4GB Video Card
Power Supply: Corsair Enthusiast 650W 80+ Certified ATX Power Supply

Edit: ONE

Information i've figured out already C/P from another forum where i got no help

After looking around for the past hour I've found the Sys internals process explorer can see GPU usages. that proved useless as it showed no programs taking mroe than 1% with aero enabled(and lagging) but i did see that dwm.exe(Desktop windows Manager) was taking 10% with earo enabled and 0.08% with aero disabled so i force stopped through process explorer and the lagging stopped but restarting through services.msc windows instantly starts lagging again.

Edit: TWO

Updating reinstalling and removing old software's/Drivers did nothing to fix the issue.

lets see if this helps...

> download display driver uninstaller from guru3d...run it and uninstall all current drivers...
> power off the system and reset the cmos battery...
> clean the card properly for dust accumulation...
> power on the system and update the bios to the latest one, but before that, keep a copy of the older bios, in case the new one doesnt work...(optional)
> now go to the nvidia/amd website and download the latest drivers for the card and install them...
> along with that u should update ur...vcredist, c++ redistributable, directx, and .net framework...

let us know wat happns...

OK will try all those steps. My Bios has been updated already in attempt to solve the issue. Other things I've also tried but forgot to list are Test ram sticks individually reseating ram in different slots, and a thinmg or 2 else that i cant for the life of me remember.

I doubt its a Hardware issue since the problem only occurs in very specific events that with my use of computers happens frequently (applications/Games crash)

It is a Aero issue since disabling it removes the lag instantly AND!! if games play in fullscreen(not windowed?borderless) then the lag is gone also.

Also the GPU was cleaned to damn near factory new conditions before it was inserted into computer.

No...don't feel like learning a new OS or having everything i do spied on by microsoft :)

not that difficult to learn...if u r inclined to solve ur issue...

aero is actually a very resource intensive function...but not under ideal processing conditions...wat u have accounted, seems more like the card is not able to render as required...

http://bgr.com/2016/02/10/windows-10-spying-investigation/

I ran this GPU before on a windows 7 system with AMD 6350 CPU 16GB DDR3 ram and a slightly older/cheaper motherboard with no issues.

My gpu currently is the MSI 380 4GB and is able to play every game i throw at it on high settings(2K resolution) 55FPS+ easily

cards can develop faults over time due to constant use...try the steps mentioned above and see if that helps...

Told you - I don't use MS products for anything personal, but gaming since 2002 or 2003 :)
If you care about your privacy and safety, going Linux is probably the only way.
And even then you will be spied by google ;)

Problem not solved. had a program crash(cmd promp based program) and lagging starting instantly...guess im backing up information and trying a reformat :-(

getting a prgram to crash (windows error op up) intentionally is hard when 99% of the time its just a random crash
