It's quicker, safer, & more thorough to use the same air blaster that you use to clean inside the case.

just the plate...maybe (most likely even) but not 100%...static can jump from the cloth into a port like DVI/VGA or any other that has exposed pins and from their it will travel to the PCB and so on doing damage to the electronics. If you have a static free camera cloth, that would be fine but I can't stress the static free requirement enough. the amount of static it takes to fry something you wouldn't even feel leave your hand (for example).
