Tried with without ssd hdd gpu motherboard cpu new all cables connected should boot no beeps also i only installed the cpu fan screws because the backplate didnt seem to fit . Can that cause a shortage?

Solution
If you twist the nut on the board to much it will actually strip some of the coating of the board and short things out. If your not going to use the backerplate at least use some plastic/nylon washers between the board and the nut.

New i7 6700k with msi z170 m3 gaming. msi 1070 2x 8gb ram ddr4 tried with 1 stick in only and a custom cpu cooler . Fans start spinning for 0.1 second too gpu logo lights up then it all dies

What is this custom cooler? You said you only installed the screws because you thought the backplate didnt fit.

The backplate is suppose to help support the motherboard with large coolers, without it your are more then likely flexing the crap out of the board and one of the screws is grounding something out.
