The second core seems quite a bit cooler than the rest. Should I reapply thermal paste or is this normal?

Solution
Those temps are fine under stress testing, its possible the thermal sensor is a bit off for that core.

Thermal paste is more of a one time exercise. You either did it right or wrong and it lasts WAY longer than many people here think.
