PC lags upon start-up but runs smoothly upon restart. Drivers outdated (?).

After about 10 minutes of 60fps-gameplay on a AMD Radeon R9 200 Series running W7, both the various sounds the system makes, including videos and content from any website and my PC's graphics and visuals alike start to lag intensely. These issues seem to be sorted out upon rebooting my device, but I've also come across with pop-ups from some games which state that certain graphics drivers of mine are outdated and thus need to be updated in order to run the game properly.

In addition, some games have decided not to run due to this problem apparently. I personally believe this issue could be fixed installing up-to-date drivers, but I have no idea whatsoever which ones to download or to simply erase. I have no clue what this problem might be caused by though, so I'd like to hear your voice and hopefully find an answer based on and thanks to your input.

Thanks!

I would boot into safe mode(with networking) and begin doing updates of your drivers. Starting with your graphics card, sound cards, and network cards.
This should hopefully solve the issue.

That sounds effective, but the thing is that I wish to know which drivers to install/update from your guys' experience instead of attempting to take a step ahead and messing up my PC on my own.

Which do you reckon I should download for my PC to be reborn and why?

Definitely start with your graphics drivers first because you said certain games were yelling at you because of graphics drivers related issues. You can check really quickly to see if it is up to date or not. Open up device manager > display adapters > select your gpu and click on it. From here you can view which version of drivers you currently have, and compare that to AMD's site. You could also update drivers from here, though I would recommend doing a clean install through AMD's own driver install utility.

I've just downloaded AMD Radeon Software Crimson Edition 16.5.3 and my PC's working just fine, however it takes a bit longer to turn on my device for some reason. Is there any AMD driver out there that is both able to keep my computer completely functional and light enough to let my PC start up faster? Also, do you reckon this will sort out my lag issue once and for all?

Well only time will tell if this was the issue you were having or not. I'm not sure why your boot up times are slower.. Is it ridiculously slower? like 30 seconds or more than it used to be? I wouldn't worry if its another second or two.

It's 5 seconds longer really, but as long as it does what it's meant to be coded for, I'm fine with that.
So far everything seems to work just fine, thanks for your help! I'll let you know if I come across any other issue.

It keeps lagging, sadly. I've just joined an Overwatch game and 5 minutes after joining it, the sound, graphics and mouse cursor started to lag at once.
Neither a number of cores nor a graphics driver issue... what could cause such annoying lag?

Hmm.. in task manager, are there any processes that are taking up a large amount of CPU usage? Monitor this at idle and see if anything catches your eye once you start to notice this lag. In particular, look for the system process "System Interrupts" and see what it's usage is.

Also, download this software:
http://www.resplendence.com/downloads (scroll down to find LatencyMon 6.50)
It checks all running processes and active drivers and alerts you to any issues.

Nothing seems to be taking up large amounts of CPU usage really.

Also, I downloaded that software and after running Overwatch for a couple of minutes all bars but the middle one turned red and warned me that my PC could be affected by throttling. Interestingly enough, I run the software before actually playing the game and after solving the throttling issue all bars but the last one turned light green. I have configured anti-throttling measures, edited my BIOS settings and so much more, but still haven't been able to avoid being affected by audio and video lag.
