PC Shutting down for unknown reason - No luck after massive troubleshooting - Please Help

Hello,

A few weeks ago we went on vacation and there was a power outage. I suspect this could have caused a surge and might have damaged something. I dont have surge protector but will get one in the future.

I have troubleshooted everything in this PC and still cannot figure out why it's shutting down randomly and then fails to power cycle.

HDD - cloned it because it was suspected of being bad, clone didnt fix it.
GPU - tested in another PC and worked fine, no crashes or read failures
PSU - tested in another PC, no issues or obvious factors of being instable
CPU - checked it and the pins, also added more thermal paste, overheating is not an issue
MOBO - BIOS and MOBO drivers are up to date
RAM - tested multiple sets, no issues

My components:
Nothing has been overclocked.

CPU: AMD FX 8320 @ 3.5GHz - stock cooling
PSU: EVGA 600B watt
Motherboard: GA 78lmt-usb3
GPU: GT 740 FTW
8GB RAM

I suspect the issue could be caused because of:
1. Windows is deteriorating - if so, please tell me the best way to re-configure my MOBO to another HDD with another OS
2. The BIOS or MOBO was damaged by a power surge
3. The PSU was damaged by a power surge and is unstable
4. The HP PC case f-panel power pin is not compatible with the MOBO - http://imgur.com/a/DKbiP

I wish I could help, but am in the same boat with my intel build, man. Tried everything I can think. Have you checked the Event viewer in windows and see what it says about the shut downs?
