GPU clock go to stock when i watch videos.

So i Oced my GPU to 1050 (7850) on the core but when i watched videos or stream the clock is that 900 mhz which is the stock clock but when i play games it goes to 1050 normally is it something bad? or is it meant to be like that?
 
Solution
The card determines the task and adjust clocks based on the type of task. Videos are not as demanding as gaming, so it uses a lower clock. Generally speaking there are three clocks, 3D Performance, 3D Low Performance and 2D.
