Computer Can't Run Games Like It Used To

Alright... I have no clue what is wrong with my PC. I used to run games at really high FPS on ultra now i'm playing on low and getting 10+ FPS on CS:GO. Here's what i've tried.

Switched brand new RAM into MOBO.
Ran Intel CPU test
Clean-install
Reinstalled windows on SSD never used before.
Please help.

It sounds like you're not using your graphics card.

Make sure your monitor is plugged into the graphics card, not the motherboard.
Double check that, if it is plugged into the graphics card...

When you right click the desktop, in empty space, is AMD Radeon Settings an option at the very top?
If it isn't listed, and you don't see Radeon Settings in your system tray, you'll need to download and install the latest AMD Radeon drivers.

If you already think you have your drivers installed correctly and your monitor plugged into the graphics card:
Hit the start button to open the menu and just type dxdiag
and hit enter. It will run a very fast check, when it is done it will open a window.
Click Save All Information... Save the file, then open the file in Notepad.
Scroll down the the bit where it says

Hey man, very sorry i couldn't respond to this before it got too late.
Just a bit further down from that info is Driver information. This will tell us if your PC is actually using the latest drivers.

If you want to, in the mean time, download a program called MSI Kombustor.
It is a bench marking app, with it we can put your graphics card through stress tests to see how well it performs after each change. This way you don't have to rely on a game, which can have problems of its own.

With your rig CS:GO should be tipping 200FPS, we need to figure out what the heck is going on.

Looks like it is just a hair out of date.
I think a clean install of newest drivers would be a good start.
DDU is a fantastic program that will completely scrub your PC of old drivers

Use that to uninstall your drivers, and restart as prompted.

Then you should download the latest 16.7.2 hotfix drivers directly from AMD
http://support.amd.com/en-us/download/desktop?os=Windows%2010%20-%2064

Hopefully this clears up the problem.

Hm. I went through the process and such. It had me at a download screen at 2% and than instantly finished and brought me to a screen to finish and automatically install driver. I don't think it installed because my other moniter isn't working

Run dxdiag and check it out! We learned how to do that previously.

You ran the DDU program to uninstall everything first, right?
THEN you install the drivers, it should take quite a while.
When you download the file, make sure it is 300mb big, to make sure you downloaded the correct file.

It shouldn't still be the same.
You didn't use the DDU did you? you need to do that before installing the graphics card.
If your download is failing that is another matter.

Perhaps your entire problem is based on a bad internet connection? Could be the cause of lag in online games?

Definitely not internet. Getting 30 ping on games.
I installed drivers with the CD it came with when I first got on windows when I built my PC a few months back.
