It sounds like you're not using your graphics card.
Make sure your monitor is plugged into the graphics card, not the motherboard.
Double check that, if it is plugged into the graphics card...
When you right click the desktop, in empty space, is AMD Radeon Settings an option at the very top?
If it isn't listed, and you don't see Radeon Settings in your system tray, you'll need to download and install the latest AMD Radeon drivers.
If you already think you have your drivers installed correctly and your monitor plugged into the graphics card:
Hit the start button to open the menu and just type dxdiag
and hit enter. It will run a very fast check, when it is done it will open a window.
Click Save All Information... Save the file, then open the file in Notepad.
