I have had this problem for ages now and it affects me a lot.
When playing games I have a high (around 235) fps count however as I play within 10-15 second periods my fps goes down to like 40fps this is mainly in cs:go but it has been happening in other games too.

FX-8350 4.0 Ghz
GTX750Ti 4GB
8GB ram
1TB storage HDD

I have tried updating my drivers numerous times however the problem still remains.
