CPU and GPU both stuttering and lagging after spring PC maintenance.

I did a bit of spring cleaning and dusting inside my case last night, and today when I fired up a game of Overwatch my PC started lagging horribly and having massive frame rate drops. Before I cleaned out my PC I did not have any such problems.

What could be causing this issue? What other information do I need to provide?

I didn't remove the heatsink. I did blow some dust around in the case, though. There was a lot, and I used my cleaner to push it into the heatsink fan. Would that be the problem, and if so, how can I fix it?

Also, I've noticed that my graphics cards are also stuttering a bit. I didn't do anything to those during my cleaning.
