I'm leaning towards motherboard being bad but I wanted to get other opinions.

Solution William Henrickson Jul 25, 2016 Definitely the motherboard has an issue. Try pulling the power cable out, and the BIOS battery for an hour. Try again. EDIT: LOL you got it.
