Anti-Static and ESD Control

To say I'm confused would be an understatement.

I am building a PC within the next couple days, and I am making sure to take proper precautions before I get to build day, with respect to ESD. I have an anti-static wrist strap, but my case is painted. An anti-static mat will also do no good as still, my case is fully painted(780t).

I am looking for a legitimate opinion/suggestion on how to be sure I am building in a safe environment. I will be building on a wood desk, on hardwood floor. I have no carpet in my house, so that is not an issue.

I am confused on how to proceed however, I read about and watch videos that suggest it's wise to plug your power supply into the wall whilst in the off position and build. Inversely, I hear that is a recipe for disaster. To be honest, I'm pretty annoyed at all the ambiguous and differing answers.

ANYONE with REAL experience and expertise, could you please comment on the best way to ensure no damage to my parts.

When I unboxed my case to inspect for damage, as I took it out of the styrofoam, and I touched the case, it shocked me. I assume this was because of the styrofoam and the case discharging me?
