"New HDD not recognized

I bought a 250GB HDD to supplement the 160GB HDD in my HP Pavilion. It is not showing in Device Manager. When it's plugged in and I try to open the BIOS, a "splash screen" for Intel Matrix Storage Manager 7.6.6 pops up and then a message the system halted. The "splash screen does NOT appear when the SATA cable is disconnected from the new HDD. I checked the cables by plugging them into existing HDD and everything works fine. Did I get a POS HDD?

We usually recommend buying new drives and always checking your warranty to make sure that they are still covered and authentic. You can do that on our official website here.
Always remember to backup your data to at least one more storage location. Moving it from one HDD to another is not a backup solution, unless there is already a duplicate of the file stored elsewhere. This is the surest way to avoid any potential data loss!

Maybe you should try the HDD in another system and see if it will get properly recognized there. If you don't have access to one, you could also try plugging it externally via a SATA-to-USB cable with an AC adapter or a docking station/enclosure. This way it might not influence the OS start-up so negatively and you would get a chance to test the HDD using its manufacturer's brand-specific diagnostic utility. It will help you determine the health and SMART status.
Unfortunately, sometimes, sensitive hardware components like the mechanical hard drives get damaged while shipping. Either way, if the problem persists, you should definitely RMA the HDD and replace it.

The HDD was DOA. I took it back to MicroCenter and they replaced it asking only what was wrong. Installed the replacement HDD and Win7 does not see it. I try to get into BIOS and instead of getting the system halt message I get one word - Wait.

Since 1984 I've considered HP and WD to be synonymous with "it just works". I'm not so sure any more.

UPDATE: I connected the drive using the power & SATA cables from the DVD drive, which works. Entering BIOS gives me a PINK (!) screen. Disk Management still does not show the new drive. Looks like another DOA Green.
Suggestions?

I'm sorry to hear about your struggles with the WD Green. :( Keep in mind that the new WD Green HDDs are actually WD Blues, since we have merged them together with the WD Blue Family into one Mainstream PC storage line. You can read more about them here.
I'd recommend you check how the HDD performs on another system first and see if it's indeed the source of the issue. The Pink screen is not a common sign of a hard drive issue, so I'd suggest you check your graphics card and its hardware driver. Make sure you got the latest ones installed straight from the manufacturer's official website. It might also be a good idea to test the GPU as well.

I think part of the problem lies in the fact the HDD are refurbished Dish Satellite HDD. I may go ahead and downgrade the BIOS from the most recent (5.43) back to 5.17. Assuming I can.

I'd definitely try the HDD in another computer/system first before tampering with the BIOS (the mobo's firmware). This way you will be able to find out what exactly is the source of the problem. You should be able to downgrade the version using the DOS of the previous one. However, be careful when executing this process. It's a highly delicate procedure and refer to the motherboard manufacturer's official website for any step-by-step guidelines on flashing BIOS.

Bought a new WD Blue and dropped in. Spun right up and Windows said welcome to your new home. I'm guessing the two WD Greens I tried had a fluke in them. They were refurbs and supposedly originally from Dish Network DVR boxes. Sometimes being Blue is really good. Thank you, WD.
